Lilly Belle is owned by the Disney family still. She has been on display several times, once in Sacramento in Calif and once at the Ronald Regan Library. Prior to that the engine and caboose were on display at Disneyland in Main St Station and the caboose was displayed on the observation car Lilly Belle.

She is presently going to be displayed at the Walt Disney Museum in the Pesidio of San Francisco. Not sure when it is scheduled to open yet. I am sure it would be costly to bring her back up to operating conditions, replacing valves and hoses and such, plus the damage she may incur under steam or just operating. I am happy to just view her knwing a tangible piece of Walt's life is there for future generations to see.

To be honest, I don't think Walt would mind having his Lilly Belle not under steam, considering he now has an empire of 17 larger fully operational steam locomotives running every single day around the world. That was why he stopped running the Lilly Belle when Disneyland opened, why operate a little train in a backyard when you can run large ones on a mile and 1/4 track!

All the cars could be used, but with their historical significance I doubt that the opportunity will ever come up. It would be like flying the spruce goose again, the gain will never out weigh the potential loss. On the bright side you can build and operate your own railroad in what ever scale you want. :D

The Family Foundation owns all the cars, two are on loan to the Carolwood room at the Wilderness Lodge and the rest including Walt's hand built caboose will be on display at the Walt Disney Museum in San Francisco soon.

Here is a preview:

The engine has been on display for a long time, so it shouldn't be too worn...

The Lilly Belle and caboose along with most of the rolling stock will be in the Museum in SF. As to running, the boiler would be the only question since corrosion happens out of sight.

The boiler, being copper, is in very good shape. However, the chance that the Lilly Belle will operate again approaches nil.
